How Big Could Obamacare Fraud Be?
Independent analysts say the fraud problem goes far beyond this 1 million group with no Social Security numbers.[6][12][13] The Paragon Health Institute estimated about 4.8 million fraudulent or improper exchange sign-ups in 2024, costing taxpayers $15 to $20 billion in that year alone.[6] A later analysis projected about 6.2 million improper enrollments in 2026 and up to $25 billion in questionable subsidy payments.[12] An official policy report prepared for the Department of Health and Human Services found that improper, phantom, or fraudulent enrollment peaked at 5.6 million people in 2025 and still totaled 2.6 million in 2026, including “over 1 million enrollments without a Social Security number.”[13]
