SHOCKING EXPOSURE — Obamacare’s PHANTOM Million FINALLY REVEALED

Ripped paper reveals word truth underneath brown surface

More than a million Obamacare sign-ups with no Social Security number on file now sit at the center of a fraud fight that confirms many Americans’ fear that Washington lets the health-care system be gamed by insiders.

Story Snapshot

  • RFK Jr. and Dr. Oz say over 1 million Obamacare enrollees lack Social Security numbers, calling it a glaring fraud warning.
  • Government watchdogs and think tanks estimate several million improper or phantom ACA enrollments costing taxpayers tens of billions of dollars.[1][12][13]
  • ACA rules do allow some people to enroll without an SSN, but no public data shows how many of the 1 million are legit versus fraudulent.[9][11][13]
  • Evidence shows brokers and agents have abused the system, while federal agencies have been slow and selective in fixing broken safeguards.[14][15][16]

RFK Jr. and Dr. Oz’s Stunning Claim

Health and Human Services Secretary Robert F. Kennedy Jr. and Centers for Medicare and Medicaid Services Administrator Dr. Mehmet Oz say they uncovered more than 1 million Obamacare enrollees who have no Social Security number listed on their application.[2][4][5] Kennedy called this missing-number pool “a glaring warning sign of fraud” and blamed past administrations, especially the Biden years, for tearing down basic checks in the Affordable Care Act marketplaces.[4][5] Their message is simple and blunt: taxpayers are being looted while Washington looked the other way.

A new report from the Government Accountability Office backs up serious concerns about fraud in Affordable Care Act plans.[1] Investigators used fake identities with Social Security numbers that were never issued and found that 100 percent of these bogus applicants were approved for subsidized coverage in late 2024.[1] Monthly subsidies for the test identities topped $12,300, showing how rich this scheme can be for people who know how to exploit weak checks.[1] GAO also flagged $21 billion in subsidies paid in 2023 with no evidence of tax reconciliation, pointing to deeper cracks in the system beyond just missing Social Security numbers.[1]

How Big Could Obamacare Fraud Be?

Independent analysts say the fraud problem goes far beyond this 1 million group with no Social Security numbers.[6][12][13] The Paragon Health Institute estimated about 4.8 million fraudulent or improper exchange sign-ups in 2024, costing taxpayers $15 to $20 billion in that year alone.[6] A later analysis projected about 6.2 million improper enrollments in 2026 and up to $25 billion in questionable subsidy payments.[12] An official policy report prepared for the Department of Health and Human Services found that improper, phantom, or fraudulent enrollment peaked at 5.6 million people in 2025 and still totaled 2.6 million in 2026, including “over 1 million enrollments without a Social Security number.”[13]

These numbers help explain why many Americans across the political spectrum feel the system is rigged.[13] While working families struggle to pay premiums and deductibles, others seem to tap into free or nearly free coverage with fake data or through shady brokers.[5][14] RFK Jr. and Dr. Oz say “shady insurance agents” enrolled unsuspecting Americans in plans they never agreed to, and rolled fake people into policies to harvest commissions.[3][7] A Kaiser Family Foundation brief backs up that broker misconduct is real, reporting 183,553 complaints of unauthorized enrollments and 90,863 complaints of unauthorized plan switches on HealthCare.gov in just eight months of 2024.[14] Hundreds of brokers were suspended over suspected fraud, confirming that this is not a minor glitch.[14][15]

Legit Exceptions, But No Clear Breakdown

Supporters of the Affordable Care Act argue that not every missing Social Security number equals fraud.[9] Federal rules allow some people to apply without an SSN, including certain lawfully present immigrants who can be checked through immigration databases, and family members who are not seeking coverage themselves.[9] Special enrollment periods—like after a birth or marriage—can also create short lags while paperwork is confirmed.[11] These legal exceptions matter, because they show that a headline about “no Social Security number” does not automatically prove a fake identity or a crime.

The problem is that neither side has given the public hard numbers on how those 1 million non-SSN enrollments break down.[13] RFK Jr. and Dr. Oz have not released the underlying Centers for Medicare and Medicaid Services data to show how many cases involve obvious fraud versus allowed exemptions or simple data errors.[5][7] On the other hand, defenders of Obamacare have not produced a detailed audit proving that most of these cases are legitimate.[8][13] Forbes and other outlets question some of the dramatic enrollment claims but still admit that there is a serious fraud issue and that the figure of 1 million missing Social Security numbers may include both crooks and people legally in the system.[8][13]

What This Says About Washington and “The System”

The fight over these numbers taps into a larger anger shared by many conservatives and liberals: that the federal government protects big systems and insiders before it protects ordinary people.[13][14][15] The Affordable Care Act exchanges grew fast from 2021 to 2024, and federal reports note that nearly half of that growth may have been improper, phantom, or fraudulent.[13] Insurance companies, brokers, and lead generators all had strong financial incentives to keep enrollments high and to look away from red flags.[5][15] Federal agencies did not move quickly, and only after public scandals and rising complaints did they start tightening broker rules and verification steps.[14][15][16]

For many readers, this story feels familiar: a huge federal program, complex rules, weak oversight, and billions of dollars in waste while regular Americans pay the price.[1][13][16] RFK Jr. and Dr. Oz are promising a crackdown and warn fraudsters to “run because we are going to find you.”[7] Yet without full transparency from the Centers for Medicare and Medicaid Services and the Department of Health and Human Services—such as a public release of the data on the 1 million non-SSN enrollments—citizens cannot easily tell how much is real cleanup and how much is political theater.[13][16] That uncertainty is itself a warning sign that the health-care state has drifted far from the clear, honest stewardship most Americans expect.
